Its hope is that, if it acquires a bomb, it will command the sort of prestige and legitimacy often granted to nuclear powers, and will be treated with more respect internationally. Perhaps this new status will allow it to pressure other states to stop sanctions.

Azmenistan even views you as a partner in this, and hopes that in exchange for extended deterrence (Chapter 7), you will provide sanctions relief.

You are being drawn, whether you like it or not, closer to Azmenistan as it increasingly isolates itself from the international community. Those negotiations were truly a crucial missed chance.
