Chapter 6: War and its Causes

Outcome:

This is a risky decision, and does not pay off. Bolivia invades in the morning, beginning with a bombing raid of several major cities, followed by a devastating ground offensive. The United Nations confirms its willingness to help later that day, but troops do not arrive for more than 24 hours. In the meantime, Bolivia has gained a major advantage. While your desire to respect international norms and maintain international legitimacy is admirable, here it harms your national security; a vital consideration. While a joint UN/Peruvian force ultimately stops the Bolivian offensive and defeats the Bolivian military, it comes at a high cost. Tens of thousands of Peruvians are killed and the economic devastation, especially in your southern cities, is immense. You have achieved victory, but Peru will be paying the costs of that victory for years to come.
