Khrushchev writes again. He promises again that the Turkey provision is the only added provision, and that it was his intent to include it from the beginning. He insists that the Soviet Union can only accept peace if the missiles are removed from Turkey, and promises a prompt removal of all missiles from Cuba if the conditions are accepted.

Your point standsKhrushchev offered terms that you accepted. A deal is a deal, and if he is going to renege, you will not let him push you around. Reject his offer.
Accept the terms as they areMake it clear that no further amendments will be acceptable. These conditions are good enough. All of your concessions are concessions you have been prepared to make from the beginning, and it is more important to achieve peace than it is to teach Khrushchev a lesson.
